The protocol towards extending the scope of “Patent Support Program” which is maintained in collaboration between the two institutions the Scientific and Technological Research Council of Turkey (TUBITAK) and Turkish Patent and Trademark Agency (TÜRKPATENT) was signed by the President of TÜRKPATENT, Prof. Dr. Habip ASAN and TÜBİTAK President Prof. Dr. Arif ERGIN.
– “Turkey ranks first in the trademark application in Europe"
TÜRKPATENT President Prof. Dr. Habib ASAN, in his speech at the protocol signing ceremony held in TUBITAK, pointed out that the number of patent applications in Turkey in recent times showed a significant increase in the national and international levels. He also stated that within the scope of “1008 Incentive Support Program” which started first in 2007 in collaboration with TUBITAK, 14 million lira incentive was used for approximately 9,500 national patent applications between the years 2007-2014.
Explaining that the aforementioned program was revised in 2014 with the code "1602", ASAN stated that TL 7.2 million incentives were provided for national applications in response to more than 15 thousand requests.
Asan emphasized that, in this context, TUBITAK has used around TL 35 million as incentives in the field of industrial property during the years of 2007-2017. He also stated that "Turkey in 2017, with 120 thousand trademark applications, was the country with the highest number of trademark applications in Europe in the last 6 years. Over 40 thousand design applications were submitted last year. We have been ranked as second with these applications in Europe for the last 5 years."
Asan remarked that the number of Turkey's national patent applications last year has reached 8,625, which demonstrates a 34 percent increase compared to the previous year. He also reported that the international applications submitted under the framework of the Patent Cooperation Treaty (PCT) has reached for the first time a 4-digit number with a total number of 1,068 applications.
Asan noted that the support provided by TÜBİTAK played an important role in this success, and added: "if real and legal persons in Turkey opt to TURKPATENT being the International Research and Development Authority to get the support for patent applications, all of the costs will be covered by the support program. The scope of support for patents previously registered in the U.S., the European Patent Office and Japan has been extended to include China and Korea. I estimate this incentive program to reach to a peak in 2018 in terms of increased industrial property applications."
Asan stated that the support given to the patent attorneys, who play an important role in turning the inventions into patent applications, was increased from TL 250 to TL 1,000.
“We are creating a structure in which TÜBİTAK will cover the financial costs for all applications made via TÜRKPATENT.”
TÜBİTAK President Prof. Dr. Arif ERGIN stated that the inventions will receive more support with the changes made to the "1602 Patent Support Program".
Ergin said that as an institution they supported the idea of increasing the contribution of science and technology for the enrichment of the industrial property of Turkey. He added that the said protocol is important to the amount of application in the registration processes and in increasing the incentives.
Reminding that the program has been supported by TÜBİTAK at a certain rate since the past, Ergin continued as follows: Since TÜRKPATENT was the registration authority last year, we made changes to our supports. The protocol has chapters that have been improved compared to the past. We are creating a structure where TÜBİTAK will cover the financial costs of all applications made via TÜRKPATENT. We are increasing and multiplying the support to the patent application agents. We are expanding the scope in terms of countries as well. We welcome anyone who comes to TUBITAK with a new idea. Our aim is to support the ideas to turn them into a commercial commodity, but what turns into a commodity must be protected and supported by an official registration mechanism. The protocol between us and TÜRKPATENT means that ideas or inventions are supported in a commercial way, to cover our current deficit.”
Following the speeches, a protocol was signed between the two institutions for the aforementioned patent support program.
